For the continued and improved functionality of three committees within NAMMCO (CHM, CIO, and SC), the Secretariat has updated the list of the existing capacities in each, and highlighted the types of expertise missing.
The participation of scientists to the SC annual meeting is also reported.
Some comments and suggestions from the Secretariat are included, regarding the SC in particular; names in brackets are not prescriptive suggestions, but merely included to highlight the known existence of available experts.

This proposal outlines the rationale and benefits of introducing a biannual
NAMMCO newsletter. The newsletter is intended to enhance communication,
increase transparency, and strengthen engagement with our community and
other stakeholders. It will serve as a strategic communication tool to share
relevant updates, showcase activities, and drive traffic to the NAMMCO
website.
On 8 January 2026, the Secretariat sent an email to the NAMMCO community
to share its best wishes for the year 2026. The email included the PDF
“Overview of NAMMCO’s activities and achievements in 2025”. This document
constitutes the foundation of the proposed newsletter, and it is included
below.

The Working Group on Abundance Estimates (AEWG) has held three meetings since NAMMCO 32, to review the analysis and abundance estimation process for target species of the 2024 North Atlantic Sightings Surveys (NASS 2024). Abundance estimates were reviewed and endorsed for:
  • Greenlandic aerial surveys: all species
  • Faroese/Icelandic shipboard surveys: pilot whale
There have been significant delays in the processing and analysis of data for other species, which precludes the endorsement of abundance estimates for now.
This document outlines the issues encountered by the AEWG, and the status and future timeline for analysis of target and non-target species data.

The NAMMCO Scientific Committee Working Group on By-Catch (BYCWG) has the following Terms of Reference:
  • Identify all fisheries with potential by-catch of marine mammals.
  • Review and evaluate current by-catch estimates for marine mammals in NAMMCO countries.
  • If necessary, provide advice on improved data collection and estimation methods to obtain best estimates of total by-catch over time.
In the absence of reliable by-catch data and reliable by-catch monitoring in many ‘NAMMCO’ fisheries, the BYCWG decided to develop an approach to evaluate the risk of exposure to by-catch in the different fisheries. Identifying areas with high or low threat of by-catch from different fishing gears for various marine mammal species, will allow the BYCWG to provide recommendations to managers regarding the prioritisation of monitoring efforts. The BYCWG decided to focus on the most relevant marine mammal species, identified to 10.
The project was supported by AGFisk and a research assistant (Olof Bengtsson) was hired by the NAMMCO secretariat in October 2025 to lead the development under supervision by the BYCWG.
His task is to:
  • Develop a method for estimating marine mammal by-catch risk using fishing effort and species density data
  • Estimate by-catch risk for ten marine mammal species in the different NAMMCO areas for different types of fishing gear and different seasons of the year

NAMMCO Communication Strategy (COS) and Communication Plans (CPs) were generated following an increased awareness of the Commission of the necessity of being visible, and consequently the necessity of elaborating a communication strategy (COS) with a well-defined and tuned message, anchored in facts but also in the present conservation discourse and issues. Making the work of NAMMCO more widely known among priority target groups and strengthening NAMMCO as an international actor is a long-term project. The COS is seen as a 10-years initiative, providing an overarching long-term framework for NAMMCO’s communication and addressing long-term communication objectives, overarching messages, target groups and types of communication channels. It focuses on both external and internal communication. As a principle NAMMCO Communication needs to be proactive, responsive and cooperative, factual and not emotional. The COS shall consider NAMMCO’s two main handicaps in terms of visibility, outreach and communication: it is a very small and specialised organisation with a small community and it has a very small and non-communication specialised secretariat.
Shorter legs of implementation in the form of Communication Plans (CP) address shorter periods of 2 years. The CPs build on the COS but go into more detail, outlining the specific focus for the period covered and the planned activities.
Not only the COS and the CPs support broadening the visibility of the organisation, but they also support its transparency.
The COS, was adopted by NAMMCO 25 (2017). Three previous communication plans have been adopted, CP1 for the period 2017-2018 (NAMMCO 25), CP2 for the period 2019-2020 (NAMMCO 27) and extending in practice to 2022 (COVID years) and CP3 for the period 2023-2024 (NAMMCO 29), extending to 2025.
This document presents a review of the implementation of CP3 and a proposal for CP4, which describes the focus of the communication and outreach work for the two-year period 2026-2027.

Council 29 (September 2022) adopted the 3rd Communication Plan CP3 2023–2024. One of the COS target audiences in focus and specifically that of CP3 is ‘Youth, children and educators, member countries’ educational networks’.
NAMMCO’s website has a wealth of information on marine mammals and marine mammal management in the North Atlantic. It is detailed and extensive but not written in a language that is easy to understand for youth. Some adaptations or specific projects were needed for reaching this targeted public.
Since 2023, the Secretariat has been working on developing GUARDNA-Guardians of the North Atlantic: Looking after our seas to conserve marine mammals, an educational portal that will be freely available on the NAMMCO website for schools and youth in the NAMMCO member countries and Denmark.
This document builds on the project status provided during the last meeting of the FAC in September 2025 (NAMMCO/FAC/2025-03/06) and includes only new updates.
As a reminder, the project is made in cooperation with partners from the four NAMMCO member countries and Denmark and is supported by Novo-Nordisk (main funder), AG-Fisk, and NAMMCO (in kind).

At SC/31, the Scientific Committee updated the long-term assessment plan for stocks of relevance to NAMMCO, according to the requirements and expectations for suitable information pertaining to each species. Following this, the short-term workplan, i.e., the Working Group meetings and Workshops to be held from 2026 to 2028, was also updated.
