On 19th of April 2024, the 6th Marine Mammal Student Symposium co-organised by North Atlantic Marine Mammal Commission, Norwegian Centre for Law of the Sea, and Department of Arctic and Marine Biology is taking place. This year’s theme is: “Navigating Arctic Waters: Strengthening ties between Marine Mammal Research, Indigenous Knowledge & Law and Policy Making”.
The Symposium will be held in person in Universitetbibliotek Room 132 and online. Information about online links will be distributed in due time.
With climate change and increasing human activities modifying the Arctic landscape, it is important that we quickly learn how to navigate these new waters in order to protect this fragile environment. To do this, we need to work together: scientists who research the marine mammals of the Arctic, local and Indigenous peoples who have been living in this region for centuries, and law and policy makers whose job is to make decisions that will benefit both people and ecosystems.
This symposium represents an opportunity for students with common interests from various fields in natural, social, and legal sciences to share their ideas, knowledge, and experiences on topics related to marine mammal conservation and management. Research at all stages is welcome. You can present your finished research, as well as ongoing projects, ideas in development, research plans, and methodological challenges. Students focusing on research which is not directly on marine mammals but connected to the topic are also encouraged to present their work.

• Consider new knowledge from 2010-present
• Examine progress in defining stock structure by exploring:
• Outcomes of new genetic analysis
• Other data informing stock structure (e.g., indigenous knowledge, distribution and movements, hunting patterns, vocalisations, etc.).
• Review the NOAA Bearded Seal Review (https://www.fisheries.noaa.gov/species/bearded-seal) and assess population/stock abundance, trends, status, health, and condition.

We are excited to announce the fifth Marine Mammal Student Symposium with this year’s theme: “Marine mammals in a changing Arctic: Finding a pathway for users, scientists, and policymakers to navigate new challenges”. It is organised by the North Atlantic Marine Mammal Commission, the Norwegian Centre for the Law of the Sea and the Arctic Biology Department of the Arctic University and will be held the 24th of February as a hybrid event: Online & Auditorium 2, Teorifagbygget hus 1, UiT (Tromsø).
Climate change poses an immense threat to Arctic ecosystems with a warming rate 3 to 4 times faster compared to the rest of the world. Its overall impacts are very difficult to predict, and particularly in the Arctic. Climate change will have both direct (for example warmer sea temperature, loss of sea ice) and indirect effects (increased human activities like ship traffic and oil drilling in areas not accessible until now) and will interplay with many other factors.
This calls for action and collaboration among policymakers, scientists and users to navigate the new reality for animals and humans in the Arctic region through interdisciplinary and interconnected research and communication.
The symposium represents an opportunity for students with common interests from various fields in natural, social, and legal sciences to share their ideas, knowledge, and experience. Students interested in presenting their research and projects are highly encouraged to do so with a short presentation (~7 minutes + questions).
There is no expectation that students present finished work or results. Research at all stages of development is welcome, which includes ideas in development, research plans, and methodological challenges. Additionally, students focussing on research which is not directly on marine mammals but connected to the topic are encouraged to present their work.

The workshop will compare approaches used by different research teams for modelling populations of a range of northern phocid species with similar life histories, focusing on species for which abundance estimates are fundamentally based on pup counts. The workshop will take place online with 3 plenary meetings over 3 days and time allocated for regional sub-groups to workshops the models in between these plenary sessions.

The NAMMCO-JCNB Joint Working Group (JWG) on narwhal and beluga met online from 26–30 June 2020 under the leadership of Co-Chairs Cortney Watt (JCNB) and Roderick Hobbs (NAMMCO).
The Terms of Reference for this online meeting were to: a) review information on abundance, distribution, movements and harvest locations of narwhal and beluga; b) update and review the narwhal allocation model to assign harvested animals to individual summer stocks. Given the restrictions on time associated with this needing to be an online meeting, three additional terms of reference were deferred to the next JWG meeting, which it is hoped can take place in person in 2021. This included: a) review the latest abundance estimate for East Greenland narwhal; b) assess the impacts of climate change on narwhal and beluga movements, distribution, population dynamics, habitat and hunt methods, timing and location; c) revise advice models to incorporate climate change impacts where information is available and identify additional information requirements.

In view of the COVID-19 pandemic’s restriction on meeting and travel restrictions in and between countries., the Heads of Delegations held a meeting on 13 March 2020 to decide on the best way ahead. They agreed then that the 28th Annual Meeting, as well as any other NAMMCO meetings planned prior to the summer of 2020 that could not be held as video meetings would be postponed to a later date. The decisions necessary for the continuation of NAMMCO’s work would be taken in a restricted Council meeting (Heads of Delegations, advisers, Secretariat, no observers).

The aim of the Symposium was to foster a relationship between the students and contacts within the field across disciplines. The Symposium was held in Blix-salen at the Arctic Biology building, UiT – The Arctic University of Norway, and was open to everyone. A total of 15 students presented their work, while attracting at least 60-70 different listeners throughout the day.
The symposium was in two sessions:
Session One consisted of presentations given by MSc and PhD students on a range of issues concerning marine mammals.
Session Two took place that same evening. Senior scientists and guest speakers shared insights into their respective fields in a more informal setting.

Whales are Ecosystem Engineers – Fact or Fake
The management of whales and seals is a controversial issue internationally. The nations of the North Atlantic that hunt marine mammals (such as Norway, Iceland, Greenland and the Faroe Islands) are committed to ensuring that the practice is both sustainable and responsible. In recent years, those opposing the hunting of whales and seals have claimed that whales operate as ecosystem engineers, playing a crucial role in maintaining ecosystem structure and function, and emphasized this as an important argument against hunting. This talk will explore the validity of the claim that whales act as ecosystem engineers.
The talk will be given by Paul Wassmann, Professor of Marine Ecology at UiT – The Arctic University of Norway.

This year the SC will review the reports of the working groups on Large Whale Assessment, NAMMCO-JCNB (Narwhal & Beluga), and By-Catch. The SC will also review the reports from the Global Review of Monodontids workshop, and a workshop, “Cetacean abundance and distribution in the North Atlantic” that will be held at the Society for Marine Mammalogy conference.
The SC also hears updates on the status and current research for all marine mammal populations in the North Atlantic each year.

NAMMCO organised a workshop held in connection with the Society for Marine Mammalogy conference. The Workshop titled “Cetacean distribution and abundance in the North Atlantic” and was held 28 and 29 October 2017 in Halifax, Nova Scotia, Canada.
NAMMCO countries conducted cetacean surveys (NASS2015) and in 2016, other cetacean surveys were conducted by EU (SCANS-III), Ireland (OBSERVE), Canada, and USA. The report from the workshop can be found here.
The workshop goals were:
- To generate a set of North Atlantic wide abundance estimates for 2015/16 for those cetacean species for which sufficient data are available.
Species to include: minke whale, fin whale, humpback whale, pilot whale, sperm whale, white-beaked dolphin, white-sided dolphin, common dolphin, bottlenose dolphin, harbour porpoise, beaked/bottlenose whales? others?
Estimates will be design-based, corrected for g(0) (if possible and if appropriate), and have appropriate measures of precision.
Outcomes: a complete set of estimates or, more likely, an incomplete set of estimates and an action plan to achieve a complete set in timely fashion.
- To discuss modelling the spatial and temporal distribution and habitat use of cetaceans in the North Atlantic using data from 2015/16.
Discussions to include: the most important and available variables to inform modelling; the merits or otherwise of modelling the entire northern North Atlantic; the challenges of combining multiple datasets from different projects/platforms/methodologies; logistics of making this happen (who, how funded, when, etc); other?
Outcomes: an action plan for moving forward.

Abstract:
International governance of marine resource use is facilitated around a novel concept – ‘blue growth’: “improved human well-being and social equity, while significantly reducing environmental risks and ecological scarcities”, which endorses the principles of low carbon, resource efficiency and social inclusion.
Is excluding marine mammal resources from the discourse coherence or paradox?
The presentation will explore the blue potential of North Atlantic marine mammal resources, based on their present conservation status and the exploitation footprint on the environment. As one example, the talk will focus on the EU seal ban, which has seriously decreased the revenue opportunities, both direct and indirect, for Greenlandic hunters – the situation being especially alarming in the smaller communities dependent on hunting – while it has no effect in reducing the number of seals killed, as the seal meat is the main purpose of the hunt while skins only represent a by-product, now unutilised.

Following the will of NAMMCO 24 and 25th Council to increase cooperation with organisations involved in the conservation of marine mammals to better understand and conserve them in these times of Climate and Environmental Changes, NAMMCO will propose ASCOBANS AC to join forces for reviewing the status of North Atlantic harbour porpoise stocks and the threats, direct and indirect, impacting their conservation. By-Catch in fisheries and contaminants are the two most important threats with regards to harbour porpoise conservation in European waters, with unreliable estimation of by-catch rate in most areas and already described reproductive dysfunction linked to high contaminants levels.

On Tuesday 4 April the Management Committee for Seals and Walruses and the Management Committee for Cetaceans held their meetings also at the Hotel Hans Egede in Nuuk.
The Parties confirmed their commitment to enhance their cooperation regarding marine mammal research, conservation, and management and the improvement of hunting methods. They agreed on a common declaration reaffirming their will in ensuring the sustainable and responsible use of marine mammals.

The meeting was held from 13 – 16 March in Hillerød, Denmark. Participants were invited experts on monodontids, and the main goals of this meeting was to 1) share current scientific knowledge on the status of each stock, 2) identify the main gaps in knowledge, 3) identify key threats to each stock, and 4) outline possible areas of scientific cooperation.

The seminar was lead by Professor Lars Walløe from the University of Oslo. This was a “hands on” – working seminar with participation from Iceland, Greenland and Norway.
